2009 presents major changes for university governance and regulations with the Higher Education/Innovation Reviews landing respectively, last December and earlier this year in January. The government is yet to finish responding to the reviews which means the effects on stakeholders are somewhat unclear, which is why Australia’s esteemed symposium, the 4th Annual University Governance & Regulations Forum, will provide a much needed, in-depth and informative discussion of controversial reforms. Delegates will look at issues such as the move towards a national regulatory system and a new quality standards agency, to a VET integrated system.

Delegates will spend time with an impressive speaker body, including:

  • Dr. Stephen Jackson, Director of Reviews, The Quality Assurance Agency for Higher Education, UK
  • Prof. Trevor Waring AM, Chancellor, The University of Newcastle
  • Prof. Ian Chubb AC, Vice-Chancellor and President, Australian National University
  • Prof. William Lovegrove, Vice-Chancellor and President, University of Southern QLD
  • Prof. Graham Webb, Deputy Vice-Chancellor, University of New England
  • Ian Yates AM, Deputy Chancellor, Flinders University
  • Linda Brown, Deputy Vice-Chancellor and Director TAFE, Swinburne University of Technology
  • Prof. Sue Elliott, Pro Vice-Chancellor Teaching, Learning and Equity, The University of Melbourne
  • Dr. Susan King, Executive Director (Governance and Planning) / Council Secretary, Edith Cowan University
  • Richard Fisher AM, General Counsel, The University of Sydney
  • Dr. Steven Stern, University General Counsel and Professorial Associate, Victoria Law School, Victoria University

By the time this conference commences, it is likely that there will be a government response to the Innovation Review, addressing questions including whether the Cutler proposed National Innovation Council and a Research Coordination Council will become a reality. This coming September, such developments will be discussed with great interest at the Forum. As a delegate you will spend two intense days sharing ideas with and learning from your peers, you will also cover a range of other topical and pertinent issues, such as the seats of power on boards/senates, accountability, ethics and complying with trade laws.

Items to be discussed and examined will include:

  • Governance and regulation after the Bradley and Cutler Review
  • Intellectual Property (IP) practice and reform
  • Remodelling VET governance – towards a national training system
  • Governing the bridge between university and VET
  • Developing cross-sector qualifications linkages
  • Finding a way to delivery tertiary education reform
  • Assessing the possible effects of reform on State Governments
  • Competition Law and regulation in higher education
  • Ensuring effective governance and minimising legal risk
  • Developing an effective quality standards approach
  • The future of quality management in Australia
  • Understanding the ABC of university governance
  • Student / staff relations in tertiary governance
  • Good governance and decision-making processes
  • The implications of ratification of the Bologna Process for university governance in Australia
  • Effective sustainability reporting
  • Implementing and maintaining first-class risk management practices within a university
  • Risk management – the TAFE perspective
